If the device runs Outlook Mobile or has an Exchange ActiveSync mail account, contacts sync automatically. CYNC writes contacts to the user's mailbox in Exchange Online — any client that connects to that mailbox sees them.
Configure source filters in CYNC to include or exclude specific groups. Many manufacturing customers exclude external contractors from the published GAL while still syncing to a separate contact set for internal staff. Targeting is fully configurable.

No. CYNC writes contacts to mailboxes via Microsoft Graph. The contacts then sync to phones via the existing email account already provisioned via MDM, BYOD, or manual setup. No separate MDM profile, no app deployment.
